These are not the most serious offences, but they are among the most prolific, such as theft from businesses and shoplifting. You may have seen my video yesterday featuring snippets of the chaos in London, where organised crime is rampant. Reports indicate that this chaos is spreading to other areas of London as criminals attempt to evade the police. The change in the law means that many prolific shoplifters—those who repeatedly commit these offences—are likely to avoid prison due to the new presumption against custodial sentences. It is estimated that up to 12,000 prolific shoplifters could be affected, and around 98% of shoplifters currently in jail would qualify for alternative community punishments under the new law. ## Impact on Businesses This is the government's solution, in inverted commas, to the overcrowding crisis in prisons.
