This was my Proono case I did just recently. It's still ongoing. I'll tell you about it in a minute if you’re not familiar with it, but the difference between these two cases might leave you shocked and horrified. Very briefly, to give you some context about this Proono case, which is still ongoing and which I'm not going to make specific comments about for specific reasons, this was a case where police officers were deployed numerous times to a young girl’s house to speak to her about something on social media. They wanted to seize her phone. They came back several times, resulting in me sending a letter, and ultimately, they got the phone back. I’ll link the videos below if you want to go and watch that. There was obviously a lot of resources dedicated to that case, as they came out repeatedly. Now, whether or not all of that was justified, we will wait to find out. I’ll update you in due course when we discover whether all that was worth it or not. But moving to the mass attack in Huntington on the train—this is Antony Williams, pictured here, who has now been charged with 11 counts of attempted murder. The difference between these two cases may shock you. It turns out that Anthony Williams was already known to police before this train incident happened. As I mentioned, the police in my case came out numerous times to speak to my client’s daughter; albeit that’s West Midands Police, and this is Cambridge Constabulary here dealing with this. Let’s take a look at how and when he was known to police and why nothing was done about it. The Telegraph reports that there were three separate incidents identified so far that this man has allegedly been involved in. A spokesperson stated that the first incident involved a man with a knife at a barbers in Fletton on a Friday night. It was reported some two hours after the incident. The force said that it did not deploy officers at the time because the man was no longer at the scene and hadn’t returned, although a crime was raised. I understand this was a barber shop; I think this was a photograph of that incident in question. So a crime was reported. One might then question, well, what investigation was done to identify this man after that incident? Because obviously, somebody coming into a barber shop, brandishing a knife, is cause for serious concern. Now, I know the two are completely different police forces, but one might say that if a police force can designate resources to come out numerous times to speak to a young girl about something on social media, they could divert resources to investigate this incident. I’m not saying they didn’t, but they could have diverted resources to identify this man. They could have then charged him with some kind of offence if they’d identified him from this first incident. Nonetheless, that didn’t happen. The same barbers reported a second incident on the Saturday when the man was still at the scene. This time he was still there. Officers were deployed to the location and arrived within 18 minutes, which is not bad, but obviously didn’t seem to be quick enough, sadly, as they were then unable to locate him or identify him, and another crime was raised. The spokesperson continued that there was a third incident the police also believe may be linked, which also happened on the Friday, where a 14-year-old was stabbed by a man with a knife in the city centre. They were taken to Peterborough City Hospital with minor injuries and were later discharged. They said the offender had left the scene when the call was made and despite a search of the area by officers and a police dog, the offender was not identified. A crime was raised and an investigation commenced with scenes of crime attending. At least by now, they appear to have been taken a little bit more seriously and running an investigation. They said they are currently reviewing all incidents in the timeframe to understand whether there were any further potential offences. Finally, the force said that it has voluntarily referred itself to the IOPC, the Independent Office for Police Conduct, presumably because they failed at each opportunity to investigate sufficiently to identify this man and bring him into custody, which may have prevented that attack. I don’t want to be overly critical of the police; they have a difficult job to do and are significantly underfunded in virtually every area that I check. Bearing in mind some of the things I talk about on my money channel, I’ll link this video below, where £385 million of taxpayer money goes on, among other things, a resource helpline, a reporting service for asylum seekers. They fund teaching and studies in classrooms to educate children and allegedly change the mindset of pupils towards migration, etc. All of these things lead to hundreds of millions of pounds spent on various services when they could be alternatively invested in our police forces, which are severely underfunded. I compare the two because West Midlands Police has a pretty good reputation for following things up. Other police forces around the country perhaps struggle a little bit more. I don’t know. But at least in this case, there were three separate opportunities to identify this man, to investigate fully, to find out who he is, and bring him in before the incident might have happened. Many may now say that this is the classic example of why we need digital ID. I’ve got something to say about that in just a moment. After which, I’ll talk to you about what the victims of this crime might be able to claim by way of compensation, how that works, how much they might get, and so on. Back to the victims of this crime: what they might be able to claim by way of compensation, when and how, and how it applies, etc. I understand that many people have been severely injured in this recent attack. One of whom was a footballer, and you know his career may be in jeopardy because of the injury he suffered. Let’s break this down. Many of you may not be aware that if you are a victim of a crime, you may be able to claim compensation. Now, this is not a sales pitch for anyone to claim compensation, but I’m just informing you. You may not have heard of the Criminal Injuries Compensation Scheme, which is government funded. I dislike the term as it implies it’s taxpayer funded, but nonetheless, it’s a government-funded scheme designed to compensate victims of violent crimes in England, Wales, and Scotland, administered by the Criminal Injuries Compensation Authority. A bit of a mouthful, but that’s just so you can Google it afterwards. This scheme provides financial awards for physical injuries and mental injuries resulting from violent crimes. First and foremost, you have to be a genuine and blameless victim, which feeds into my story. I’ll share details without disclosing too much about the case, but it’s important to note you have to be a blameless victim. This means if you engage in a fight and are injured by someone, you usually won’t be able to claim anything due to your involvement. Otherwise, if you are a completely blameless victim involving assaults, you may able to claim compensation. It must be reported as soon as reasonably practicable. In the case of a mass attack like this, you are usually guided towards someone to make the report and fill in forms. But if you aren’t, and one person self-referred later that evening, those are the kinds of situations where they may be missing out. If they were unaware of communication avenues, or didn’t receive information, they should look into this as they might be eligible. It has to be submitted within two years. Some exceptions apply, such as for children or those with mental incapacity. Moreover, it must be a qualifying injury. There’s a scheme tariff of injuries set in law for things you can claim, broadly covering physical and psychological injuries with fixed tariff amounts. It includes loss of earnings if you’re unable to work long-term, expenses for care costs, equipment, or adaptations. In my case, it was for missing teeth. There are bereavement awards and funeral expenses for severe cases, all calculated with various degrees and set in the Criminal Injuries Compensation Scheme of 2012. The maximum award is £500,000, and again this is set in law. Typical awards might include, for example, minor psychological injury equating to £1,000 to £25,000; perhaps broken bones or scarring between £2,000 to around £11,000. Serious sexual assaults might result in claims of between £10,000 and £20,000. For paralysis or severe injuries, one could expect upwards of a quarter million pounds. Fatal injuries, when dependents are involved, typically result in lower awards around £10,000 to £40,000, including funeral and dependency costs. Many find this unfair, as someone dying due to such a tragedy is obviously tragic. However, the purpose of the scheme is to fund ongoing lifestyle costs, replace income, and cover medical care. If someone is severely injured but survives an extended period, that could incur significant costs. Finally, as promised, a brief story from my experience representing someone in such cases without too many details. This case involved a person who was frustrated as he had been back and forth to the tribunal many times for various reasons. One essential reason was his need for a translator due to his inadequate English being deemed insufficient for a fair trial. Although it was in the interest of justice to ensure fairness, it resulted in delays of six months. This was quite frustrating. He had been badly beaten in an attack, losing a couple of teeth, representing a financial burden he couldn’t meet privately and needed compensation to rectify. However, it wasn’t paid out until I was instructed and got involved, ultimately winning the case and securing compensation. The interesting point here was that the delays were primarily due to language issues. The tribunal decided that it wasn’t fair to continue without the translator. In retrospect, time passed, and he improved his English significantly, leading the tribunal to accept that the initial delay was misperceived. The bottom line was that he wasn’t being uncooperative; it was merely a lack of communication skills with the police at that time. As a result, he was initially denied compensation, but eventually, during numerous hearings, we won the case, and he received compensation for dental restoration and related expenses. So, there's one example of how, if you are a genuine blameless victim of a crime, you can claim compensation. Mechanisms for this are in place, but many people are unaware.
